The Public Authority for Manpower plays an important role in the domestic worker recruitment framework. Kuwait’s official standard recruitment contract identifies domestic worker recruitment offices or companies as operating under permits that include Public Authority for Manpower authorization.

The Ministry of Interior, meanwhile, manages residence-related procedures for domestic workers. Its current residence services specifically list domestic worker residence under Article 20, including first-time residence, renewal, cancellation, and transfer services.

For the Kuwait partner, these receiving-side responsibilities remain local.
